Thank you for your interest in the Middle States Commission on Higher Education (MSCHE). MSCHE accepts applications for Candidate for Accreditation status from qualified degree-granting institutions offering one or more postsecondary educational programs of at least one academic year in length at the Associate’s or higher level, including those offered via distance education, without regard for geographic boundaries. Institutions that offer only postsecondary certificates, diplomas, or licenses are not eligible for accreditation by the Middle States Commission on Higher Education. MSCHE does not accredit individual courses or programs but rather the institution (college or university) in its entirety.
To be eligible to apply, an institution must be able to demonstrate that it meets the following Pre-Applicant Minimum Requirements:
- The institution must be legally authorized or licensed, from an appropriate governmental organization or agency to operate as a postsecondary educational institution and must award postsecondary degrees or hold proper legal exemption in accordance with Requirement of Affiliation No.1 and federal regulation 34 CFR §602.28(a).
- The institution must be in good standing with no current non-compliance, adverse or the equivalent type of action with the state or other accreditors in accordance with federal regulation 34 CFR §602.28(b).
- The institution must be operational, with students actively enrolled in its degree programs.
- The institution must have a mission statement and related goals that define its purposes within the context of higher education.
- The institution must have a governance and administration structure that allows it to have education as its primary purpose and operate as an academic institution with appropriate autonomy.
- The institution must have documented financial resources, funding base, and plans for financial development, including those from any related entities (including without limitation systems, religious sponsorship, and corporate ownership) adequate to support its educational purposes and programs and to ensure financial stability.
- The institution must review the Certifications and Disclosures Statement and certify that the information provided throughout the application process is accurate, honest, and truthful.

As referenced in my previous message, World University & School must be able to demonstrate that it meets the Pre-Application Minimum Requirements to be eligible to engage in the application process. Because the institution does not currently hold legal authorization or licensing from an appropriate governmental organization or agency to operate as a postsecondary educational institution and cannot currently award postsecondary degrees or hold proper legal exemption in accordance with Requirement of Affiliation No.1 and federal regulation 34 CFR §602.28(a), World University & School does not meet the Pre-Application Minimum Requirements.

Out-of-state institutions or organizations must be authorized by the Pennsylvania Secretary of Education before conducting any education activity that awards academic or continuing education credit or charges a fee or tuition. Out-of-state institutions must have approval as an Education Enterprise before establishing a physical presence in Pennsylvania. (See 22. Pa. Code § 31.2 and § 36.1 - 8). Diana, Heather, is this potentially the right direction for CC-4 licensed MIT OCW-centric World University and School to head in, regarding possible PA licensing per - https://www.education.pa. gov/Postsecondary-Adult/ CollegeCareer/Pages/ Institution-Resources.aspx ? Or what are some possible licensing agencies, or web sites, that you would recommend, per your email regarding proceeding with accreditation with MSCHE - and licensing WUaS?
And since WUaS couldn't CHECK OFF just Bachelor's and PhD degrees in the MSCHE "Inquirer Information" chart you shared to fill out, I think WUaS would seek newly to offer all 4 degrees in the WUaS with MSCHE accreditation process (and in WUaS planning to seek reimbursement from countries' departments of education, potentially on a WUaS Google for Education platform for reimbursement too, in all ~200 countries, for accrediting CC-4 MIT OCW-centric World University and School degrees, where Creative Commons' 4 licensed allows for 1. sharing, 2. adapting, 3. but non-commercially (but where WUaS seeking reimbursement for CC-4 licensed OCW-centric degrees is ok, per communication with a former director of MIT OCW, Cecilia d'Oliveira).

Dear President MacLeod,
Thank you for your interest in the Middle States Commission on Higher Education (MSCHE). MSCHE accepts applications for Candidate for Accreditation status from qualified degree-granting institutions offering one or more postsecondary educational programs of at least one academic year in length at the Associate’s or higher level, including those offered via distance education, without regard for geographic boundaries. Institutions that offer only postsecondary certificates, diplomas, or licenses are not eligible for accreditation by the Middle States Commission on Higher Education. MSCHE does not accredit individual courses or programs but rather the institution (college or university) in its entirety.
To be eligible to apply, an institution must be able to demonstrate that it meets the following Pre-Applicant Minimum Requirements:
- The institution must be legally authorized or licensed, from an appropriate governmental organization or agency to operate as a postsecondary educational institution and must award postsecondary degrees or hold proper legal exemption in accordance with Requirement of Affiliation No.1 and federal regulation 34 CFR §602.28(a).
- The institution must be in good standing with no current non-compliance, adverse or the equivalent type of action with the state or other accreditors in accordance with federal regulation 34 CFR §602.28(b).
- The institution must be operational, with students actively enrolled in its degree programs.
- The institution must have a mission statement and related goals that define its purposes within the context of higher education.
- The institution must have a governance and administration structure that allows it to have education as its primary purpose and operate as an academic institution with appropriate autonomy.
- The institution must have documented financial resources, funding base, and plans for financial development, including those from any related entities (including without limitation systems, religious sponsorship, and corporate ownership) adequate to support its educational purposes and programs and to ensure financial stability.
- The institution must review the Certifications and Disclosures Statement and certify that the information provided throughout the application process is accurate, honest, and truthful.
If, following a review by the Commission staff and peer evaluators, the institution is determined by the Commission to satisfactorily meet the Pre-Applicant Minimum Requirements, it will be allowed to submit an application for Candidate for Accreditation Status.

I'm writing regarding the MSCHE accreditation process for World University and School, and both the upcoming MSCHE annual meeting, and its Pre-Application deadline of either December 1, 2022, or April 1, 2023. Thank you for the MSCHE webinar "Navigating Follow-Up Reports and Follow-Up Visits" on September 12, 2022, Drs. Hardin and Peavy.
CC-4 MIT OCW-centric wiki World University & School doesn't have the resources to start at the moment and attend the Dec 7-9 annual conference in Philadelphia.
We hope to have enough cash on hand to begin the accreditation process on April 1, per - https://www.msche.org/

And today with the top most message mentioning 'perineum' (with echoes of Angela Farmer and Victor van Kooten's yogic explorations, and their traveling in Russia to teach Yoga some years ago), and in trying to moderate it, I find I can't even log in, because someone named Troy Hunt has installed a crypto miner app (and which says he owns this blog / web site), and which blocks my logging in even my logging in.

I just saw what appears to be the end of a Fiber Optic cable, in blue, with a "thousand ends of light" (thanks Peter Norvig?) ... World Univ & Sch would be happy to spread this around to all 7.9 billion people if it's the answer to REAL REAL TIME music-making ... and out into outer space too for such music making too :)
