Thank you for your emails of February 24, 2023. Greetings. I hope this email finds you well.
Reading the beginning of your MSCHE accreditation email, again, and having not heard back from you, Connie, again too, after MSCHE's Diana Bonner called me when I was sitting in front of where I live at 210 E End avenue Pgh 15221 a little while before your emails, which phone call from Diana Bonner you write is not a 'green light' from MSCHE, - and after WUaS had heard by phone and email from Michelle Simmons in the PA department of Education that WUaS is 'authorized' by the state of PA (and therefore possibly licensed, but with WUaS having not yet paid the state of PA dept of education fees), - there seem to be a lot of irresolvable 'which comes first?' items in your MSCHE emails, and with no suggestions from MSCHE for ways for WUaS to begin further to a accredit and license in PA. What might you please suggest, Connie, for WUaS to proceed with MSCHE accreditation, (or would it be in the best interest of WUaS to begin to license with BPPE and accredit with WASC senior, with offices in California)?

Reading the beginning of MSCHE's Connie Clifton's accreditation email, again (posted below too), and having not heard back from her again after MSCHE's Diana Bonner called me when I was sitting in front of 210 E End avenue Pgh 15221, suggesting to me a 'green light' from MSCHE, and after WUaS had heard by phone and email from Michelle Simmons in the PA dept of Education that WUaS is authorized by the state of PA (and therefore possibly licensed, but having not yet paid the fees),
I'm inclined to begin to think about Licensing with CA's Bureau for Private Post-secondary Education BPPE again (and then accreditation with WASC senior in CA too) with the following being a definition of licensing per CA and your question Larry about what licensing means, and on -

Thank you for your email regarding MSCHE accreditation. As the Director for Membership, I am happy to discuss any aspect of our process with you. I work with Diana Bonner who has provided me with some context regarding her communications with you. Please do not misconstrue her explanation of our process as a “green light” for WUaS to pursue any type of licensure, authorization, or accreditation process outside of MSCHE. Representing her statements as such is misleading and inaccurate. Additionally, MSCHE is not involved with the fundraising efforts of any institution, nor can we advise on such.
As a reminder, to be eligible to apply for MSCHE accreditation, an institution must be able to demonstrate that it meets the following Pre-Applicant Minimum Requirements:
1. The institution must be legally authorized or licensed, from an appropriate governmental organization or agency to operate as a postsecondary educational institution and must award postsecondary degrees or hold proper legal exemption in accordance with Requirement of Affiliation No.1 and federal regulation 34 CFR §602.28(a).
There are a lot of irresolvable 'which comes first' items above, and no suggestions from MSCHE for ways to begin further, after Connie Clifton's email ...
