As a follow up to my email to you Kristin (Connelly) with attached CCC Medi-Cal request form below, I just called Contra Costa County at 866 663 3225, and giving my case number # 1B4RL66 and then further waded through about 10-15 minutes of CCC health care outgoing messages messages, including suggesting going to - https://benefitscal.com/ - & in seeking to speak with my caseworker, or a CCC representative, and then the call cut me off, suggesting calling again, or similar. What's up with being dropped from the waiting queue like I was? 

So I went to https://benefitscal.com/ and tried to report a change (after looking through a number of options), and the going through the steps for this, and added this as the change -

Am a little concerned that I haven't heard back from you, and haven't been able to get through to the Contra Costa county health care services today, and after my phone call to Contra Costa county health care services dropped me after a 10-15 minutes' wait with no access to case worker or a person or similar (and with Contra Costa county's IT and processes - and the CCc Medi-Cal site too - not working well or in the interests of the end users in my experience since around 2009 when I first moved into Canyon 94516). I've also asked before in writing to Contra Costa county what role organized crime might be playing in adjacent buildings to Contra Costa county ...e.g. in the former John F Kennedy university - and therefore in Contra Costa county health care services itself and among some employees potentially ... 

With one gunshot to my vehicle on M 5/18/26 on Skyline drive near chabot space and science center, and 5 tesla-companies' related death threats, another involving gunshots up on skyline drive too, and 3 appearing in my twitterX feeds, and not having moved in to a newly safe vacant with property deed 670 Ridgecrest Rd, Canyon 94516 since departing the east coast a 2nd time to return west on 12/31/2024, - for about 1 3/4 years - because in my analysis it had become safer (but apparently not) ... Having been underway, again, for a year and nearly 3/4 now, I am wondering what role international organized crime (and even regarding a very very small country in the middle east ... with my friend from Reed, Byron Hann MD PhD mentioning the name of the very creepy head of that small country the last time we spoke in front of his house in Moraga near Canyon 94516 a few weeks ago) might be playing even in Contra Costa county municipal offices ... and out of Canyon 94516 ... and having sought a US federal investigation into Canyon 94516, the SF East Bay even, the whole SF Bay Area, and into tesla / twitterX / spaceX re a us space agency even ... and the skyscraper across from the sf quajer meeting on 9th street, where twitterX / tesla / spaceX may have had offices on the 10 th floor etc ... and in possibly preying on kids even in the sf quajer meeting for example (about which I whistle-blew loudly much in around 2017).

In World University and School WUaS growing a worldwide abolition movement, to protect people, and with teslas regarding GPS and AI and ML - re violence gangs??? and death squads?? even (how many of them carry weapons even?), and in them seeking to institutionalize international organized crime in the sf east bay, and possibly on the west coast (as I wrote a Reed College friend the other day and see the PPPS aaa), I've posited a number of times - continuing to seem to swarm my vehicle on and offer - like today as I left from the cold swimmer's shower I had taken (and see the PPSaaa for a possible explanation from Stanford Law CodeX Director Roland Vogl ), I'm concerned about possibly heading into Contra Costa county health care services - since I couldn't get through today to a person - and getting videoed on the surveillance system, and then even Contra Costa county health care services' employees possibly contacting violence gangs for example, and having called for US federal protection for my mother, my brother and family on the eastern seaboard and myself many many months ago.  


So I'll try to call again tomorrow in the morning, and hope to speak with a Contra Costa county health care services' worker or representative person and re getting you this information -

Might I come out to the Contra Costa county municipal offices to sign the property deed soonish please, and thanks to Ed Smyth MD's precipitation of this beginning I think in March of 2022 when I was living in a safe house north of Berkeley in El Cerrito, before fleeing for my life I would say to the east coast on around August 1, 2022, I think)?

  • Open Access (OA) Papers: For open-access papers (e.g., CC-BY licensed journals), consortiums can legally translate and redistribute text. For paywalled papers, translation efforts are restricted unless express permission or localized licensing agreements are secured.

2. Translation Models Used by Language Networks

  • Volunteer Crowdsourcing with Peer Review (e.g., OOPS for Chinese): Relies on domain-expert volunteers (graduate students, bilingual researchers) to translate text. Peer review by university faculty ensures domain-specific jargon (such as organic chemistry or quantum mechanics) is correctly translated.

  • Institutional University Alliances (e.g., Universia for Spanish/Portuguese): Translators operate through university departments. Faculty members integrate translations into local curricula, ensuring academic register and proper terminology mapping.

  • National Academies & State Support (e.g., TÃœBA in Turkey): State-backed institutions commission expert scholars to create standardized glossaries for scientific terms to preserve linguistic clarity across higher education.

Part 2: How the Academic Press at World University and School Can Scaling Translation for 200 Nation-State Universities

To support 200 world-class, tuition-free online universities across ~194 countries and up to 7,159 languages, the Academic Press at WUaS can build upon and scale these translation models using modern open-access frameworks and digital infrastructure.

1. Open Access Publishing & CC Licensing Strategy

  • Native CC BY-SA Publishing: By publishing all Academic Press journals, books, and monographs under Creative Commons licenses, WUaS eliminates copyright barriers, allowing immediate, legal translation across all language sites.

  • Integrating Wikidata & Lexicographical Knowledge Graphs: Utilize structured data platforms (like Wikidata and Wiktionary) to build multilingual scientific glossaries. This provides standardized, domain-specific terminology across all 7,159 language platforms.

2. Hybrid AI and Open Wiki Translation Pipeline

Translating high-level academic literature across thousands of lower-resource languages requires a multi-tiered approach:

  1. Large Language Models (LLMs) & Neural Machine Translation: Automated translation of open-access papers and course materials into target national and regional languages.

  2. Ethno-Wiki Community Verification: University students, researchers, and native language speakers review, edit, and refine translated texts on open-wiki platforms to maintain scholarly standards and cultural nuance.

  3. Faculty & Peer Review: Local academic committees at each of the 200 nation-state WUaS campuses validate the translated research for inclusion in degree-granting curricula.

3. Operational Roadmap for National Universities

Join us for Season 2 of the Emerging Issues: AI and the Law webinar series as we explore the law of physical-world AI and robotics, the rise of autonomous agents in legal practice, and the geopolitics of AI export controls and national security.

AI law is no longer confined to software. As robots, delivery devices, and autonomous vehicles enter workplaces and public roads—sometimes under remote human supervision—companies face new exposure when AI causes physical harm. Following our first season on AI's informational outputs, this program examines the practical legal issues raised when AI acts in the physical world: workplace safety, bodily injury, product liability, recalls, and responsibility for remote fleet operations.
