the integrated information theory of consciousness (IIT) is often said to be incompatible with computational functionalism, and to entail that AI systems (including e.g. brain simulations) running on computers with a von neumann architecture can't be conscious. why? on a first look, these claims are surprising or at least unobvious, given that IIT is specified in terms of properties of (combinatorial) probabilistic automata (PAs): finite sets of units each with a finite set of states and probabilistic state transitions between these. (IIT calls these combinatorial PAs "networks" or "substrates".) PAs are paradigmatic computational systems. in fact, hilary putnam used them as the basis for his original machine functionalism (=computational functionalism) in 1967. standardly, a given PA can be implemented on many architectures, including von neumann systems. e.g. a five-unit PA can be implemented by five memory units in a von neumann system, with the CPU serving as part of the background machinery that connects these units with appropriate probabilities. these units will obey all the counterfactuals about state transitions standardly required to implement the PA. one might have thought that if IIT associates a given PA with non-zero phi, it would also associate any implementation of that PA with non-zero phi. but this claim plus the previous claim (there are von neumann implementations of the relevant PAs) together entail that a von neumann system could have non-zero phi (and could therefore be conscious), which IIT proponents deny. can anyone point me to a good explanation of the anti-functionalist implications of IIT? the closest i've seen is a passage in christof koch's book "the feeling of life itself", in a chapter on "why computers can't experience?". after giving a reasonably clear explanation of why feedforward systems have zero phi (which is not under dispute here), koch turns to establishing the same thing for digital computer simulations. at the crucial point in the argument (p. 148 on "black-boxing"), koch cites a paper by findlay and colleagues (Findlay, G., Marshall, W., Albantakis, L., Mayner, W., Koch, C., & Tononi, G. (2019). Can computers be conscious? Dissociating functional and phenomenal equivalence). this paper seems to be still unpublished and unavailable online (aside from a related and unhelpful abstract at ceur-ws.org/Vol-2287/short). the most recent IIT paper (IIT 4.0) has a single sentence on this issue, and cites the same unpublished paper along with a link to an "intrinsic ontology wiki" which has no content. the explanation presumably turns on the conditions under IIT takes a given physical system to implement or realize a given probabilistic automaton -- an issue which is itself notoriously obscure in IIT (for one critique, see arxiv.org/pdf/1902.04321). for example, perhaps IIT could stipulate (nonstandardly) that the physical realization of a multi-unit system must be parallel rather than serial, or it might rule out the use of a common element (such as a CPU) in realizing the causal connection between the units. i did have a useful conversation about this with giulio tononi a few years ago, where he appealed to constraints on the causal connections between units. as i recall, he suggested that these connections have to be grounded in intrinsic causal powers of the units, unaided by extrinsic elements such as a CPU. this is a very strong condition that might rule out all sorts of systems, arguably including neural systems (whose causal connections seem to be grounded in a combination of the intrinsic powers of neurons and extrinsic synaptic processes connecting neurons). it's also not obvious how one would formalize this constraint, and i haven't seen it spelled out anywhere. it would be nice to know if there is a full published explanation of the anti-functionalist consequences of IIT somewhere, based on clear and well-defined principles of IIT. in the absence of such an explanation, i will continue to think of IIT as consistent with computational functionalism!
