Harbin has its ways, - what is the code here? It's pretty hippie, and has been so for a long time now. No one is in charge, and it just kind of meanders along. No one is in charge? Oh my, ~ it's kind of like nature or ecology :). But it has attracted an interesting group of people, who run it behind the scenes.
