CEO and particular authority gives the instructions and commands like Anant for edX.

We need to create a peer-to-peer network for Education


A decentralised system, on the other hand, is one in which complex behaviour emerges through the work of lower level components operating on local information, *not the instructions of any commanding influence* . This form of control is known as *distributed control* , or control in which each component of the system is *equally responsible* for contributing to the global, complex behaviour by acting on local information in the appropriate manner. The lower level components are implicitly aware of these appropriate responses through mechanisms that are based on the component's interaction with the environment, including other components in that environment.

I think he has a PhD in computer science from UC Davis and lives in Utah presently where he's been working on self sovereign internet idea and other CS theory for decades ... Only know of him from Twitter, - and also possibly regarding a single cryptocurrency since Phil Windley knows Drummond Reed, whom I met at Stanford, also working in the cryptocurrency space and related CS IDEAS in Redmond Washington (and who went to Harvard and may know Bill Gates too)

I teach a course, Castells' inspired on the Network Society, Information Technology, and the Global University 
and may do so at WUAS this autumn for credit. May include Windley's thinking toward end of my course anew !





It's about social networks which process and manage information and are using micro-electronic based technologies.
