And thank you for your call in February, Diana Bonner, to me in front of the asylum house I'm in in PA (from CA) suggesting THAT World Univ & Sch has the 'green light' to proceed with accreditation with MSCHE after receiving state of PA licensing authorization - as PART OF YOUR MSCHE PROCESS. And thank you Connie, with your May 2, 2023 email, for the opportunity to communicate about this further - and regarding a remarkable CC4 licensed MIT OCW-centric wiki World Univ & Sch in 200 countries and in their main languages and for free-to-students' Bachelor, PhD, Law, MD, IB high school or similar, AA and Master's degrees - in each country and in its main language - (and with an academic press in all 7151 known living languages, with machine learning and machine translation) Educational OPPORTUNITY for the state of Pennsylvania, and for MSCHE, and for 100s of thousands of possible matriculating students from all 200 countries (in WUaS planning to code for all 7.9 billion people on the planet, each a Wikidata PIN #, https://wiki.worlduniversityandschool.org/wiki/You_at_World_University, and as wiki teachers and learners - for free universal education). Do I gather, from your not explaining how to accredit further in reply to my previous letter's questions, that MSCHE and the state of Pennsylvania will forego this accreditation and licensure opportunity and that World University and School would do best to begin again, post Coronavirus pandemic, to license with the state of California's Bureau for Private Post-Secondary Education (BPPE), AND accredit with Western Association of Schools and Colleges (WASC senior), both with offices in California? 

One of the issues in the past in our MSCHE-WUaS communications has been the lack of WUaS money, e.g. with which to attend the MSCHE annual conference in December of 2022, OR pay the MSCHE Pre-Application and Application fees, which you don't mention in your recent email. If, however, federal monies were forthcoming to MIT OCW-centric wiki World Univ & Sch for this, would this help further next steps in World Univ & Sch's seeking to further accredit with MSCHE, President Perfetti? 

President Perfetti, in your ongoing communications with the US Department of Education - 

President Heather F. Perfetti submitted a letter on behalf of the @mscheorg in response to the request for information by the @usedgov regarding higher education rulemaking. 

- I wonder if you could bring up the opportunity that MIT OCW-centric wiki World Univ & Sch in 200 countries affords to the USA, - and which would thus potentially benefit MSCHE in the process (although I realize what you wrote, Connie Clifton, before may preclude some aspects of this). 


Connie, further, again I was a bit surprised when you wrote on February 24th, in this email thread that WUaS does not yet have the 'green light' to accredit with MSCHE, since I assumed that Diana Bonner's actually calling me on behalf of MSCHE that WUaS did have such a 'green light' - and had Diana Bonner and President Heather Perfetti communicated about Diana calling me/WUaS beforehand? - was an important part of your MSCHE accreditation process, - and again due to Diana Bonner's timely phone call potentially making it possible for WUaS to plan for matriculating large numbers of undergraduate degree students this September 1, 2023 on a Google-WUaS educational platform (like with this CC4 licensed "CS First with Google at World Univ & Sch" Scratch programming course -  https://csfirst.withgoogle.com/c/cs-first/en/curriculum.html) and thus for WUaS begin to seek reimbursement US states' departments of education for WUaS free-to-students' WUaS Bachelor's degree students, per student per year or similar, due to the Creative Commons' 4 licensing of these open course ware, - 1) share (freely), 2) adapt (i.e. with artificial intelligence and machine learning, but 3) non commercially (so WUaS can't seek tuition).   

President Perfetti, might there be anything you could do please to help WUaS accredit further with MSCHE and in resolving the misunderstanding regarding these conflicting MSCHE communications?

5.      The institution must have a governance and administration structure that allows it to have education as its primary purpose and operate as an academic institution with appropriate autonomy.

6.      The institution must have documented financial resources, funding base, and plans for financial development, including those from any related entities (including without limitation systems, religious sponsorship, and corporate ownership) adequate to support its educational purposes and programs and to ensure financial stability.

7.      The institution must review the Certifications and Disclosures Statement and certify that the information provided throughout the application process is accurate, honest, and truthful.


If, following a review by the Commission staff and peer evaluators, the institution is determined by the Commission to satisfactorily meet the Pre-Applicant Minimum Requirements, it will be allowed to submit an application for Candidate for Accreditation Status.

Moving forward, please direct all of your communications regarding obtaining accreditation to me. Ms. Bonner and I are the only MSCHE staff who work with applicant institutions. Copying other staff members can be confusing and counterproductive. We will be happy to answer any questions you have and assist you with our process.

I have removed MSCHE's Terence Peavy and President Heather Perfetti from the above emails, per your request, but would like to share the state of PA Authorization email and voice transcript from the state of PA's department of education Michelle Simmons for World Univ & Sch from January 26, 2023 with you and the above Universitians otherwise. 


For virtual World Univ & Sch online only, are these the initial MSCHe fees per your "The institution will also be responsible for the fees associated with the application process" - https://www.msche.org/accreditation/application-and-candidacy/ - which would include a $1,500 MSCHE Pre-Application fee, and a $5,000 MSCHE Application fee, and a virtual site visit fee, among others? Unfortunately, World Univ & Sch still has no money to speak of whatsoever, so I'm not clear when we could begin the process.

(Also, WUaS hasn't been able to pay the state of PA's department of education licensing fees yet of $5,000 (I think) too - https://www.education.pa.gov/Postsecondary-Adult/CollegeCareer/Pages/Institution-Resources.aspxv (as this state of PA webpage develops too) - having not heard further from state of PA's Michelle Simmons after her January 26, 2023 PA dept of education authorization email).

I will review further the "seven of the minimum eligibility requirements ... sent ... on 2/24/23" - and thank you for sharing these -

And would CC-4 licensed OCW.MIT.EDU courses and their faculty (from its ~2600 courses in English) meet the "at least eight regular professors" requirements, initially?

Establishing a New Institution

Any institution offering programs for academic credit or a degree must be authorized by the Secretary of Education prior to operating in Pennsylvania. Please note that Pennsylvania does not have a religious exemption. The Fee for Establishing a New Institution is $5,000.

  • Please contact the Division of Higher Education, Access, and Equity at 717.783.6786 or ra-highereducation@pa.gov prior to preparing an application for a new degree-granting institution.

Minimum Requirements for Authorization as a Degree-Granting Institution

'To be a degree-granting college, university or seminary, an institution must abide by 24 Pa. C.S.A. § 6502(b), which states:

"No institution shall be authorized to confer degrees in the arts, pure and applied science, philosophy, literature, law, medicine and theology, or any of them, unless it has:

(1) A minimum protective endowment of at least $500,000, beyond all indebtedness and assets invested in buildings and apparatus for the exclusive purpose of promoting instruction, except that, in the case of tax-supported institutions or those maintained by religious or other eleemosynary organizations, financial support or contributed services equivalent in value to the endowment herein specified may be substituted for such endowment.

(2) A faculty consisting of at least eight regular professors who devote all their time to the instruction of its higher education classes, unless the institution is devoted to a specific subject in the arts, archaeology, literature or science (medical and law schools excepted), in which case the faculty shall consist of at least three regular professors who devote all their time to the instruction in the special branch for which the institution is established, and two or more instructors or fellows in the particular branch, who shall be provided to assist in the instruction to be given the students for the promotion of original investigation and in the development and growth of the special branch of science to which such institution may be devoted."

The regulations relevant to this approval process are found in 22 Pa. Code Chapters 31, 36, 40 and 42.

Thank you for your further May 3, 2023 email this morning, - so much appreciated. 


I have removed MSCHE's Terence Peavy and President Heather Perfetti from the above emails, per your request, but would like to share the state of PA Authorization email and voice transcript from the state of PA's department of education Michelle Simmons for World Univ & Sch from January 26, 2023 with you and the above Universitians otherwise. 



For virtual World Univ & Sch online only, are these the initial MSCHe fees per your "The institution will also be responsible for the fees associated with the application process" - https://www.msche.org/accreditation/application-and-candidacy/ - which would include a $1,500 MSCHE Pre-Application fee, and a $5,000 MSCHE Application fee, and a virtual site visit fee, among others? Unfortunately, World Univ & Sch still has no money to speak of whatsoever, so I'm not clear when we could begin the process.


(Also, WUaS hasn't been able to pay the state of PA's department of education licensing fees yet of $5,000 (I think) too - https://www.education.pa.gov/Postsecondary-Adult/CollegeCareer/Pages/Institution-Resources.aspxv (as this state of PA webpage develops too) - having not heard further from state of PA's Michelle Simmons after her January 26, 2023 PA dept of education authorization email).


I will review further the "seven of the minimum eligibility requirements ... sent ... on 2/24/23" - and thank you for sharing these - 



1.      The institution must be legally authorized or licensed, from an appropriate governmental organization or agency to operate as a postsecondary educational institution and must award postsecondary degrees or hold proper legal exemption in accordance with Requirement of Affiliation No.1 and federal regulation 34 CFR §602.28(a).


2.      The institution must be in good standing with no current non-compliance, adverse or the equivalent type of action with the state or other accreditors in accordance with federal regulation 34 CFR §602.28(b).


3.      The institution must be operational, with students actively enrolled in its degree programs.


4.      The institution must have a mission statement and related goals that define its purposes within the context of higher education.


5.      The institution must have a governance and administration structure that allows it to have education as its primary purpose and operate as an academic institution with appropriate autonomy.


6.      The institution must have documented financial resources, funding base, and plans for financial development, including those from any related entities (including without limitation systems, religious sponsorship, and corporate ownership) adequate to support its educational purposes and programs and to ensure financial stability.


7.      The institution must review the Certifications and Disclosures Statement and certify that the information provided throughout the application process is accurate, honest, and truthful.



Regarding the MSCHE minimum eligibility requirements -

And would CC-4 licensed OCW.MIT.EDU courses and their faculty (from its ~2600 courses in English) meet the "at least eight regular professors" requirements, initially?

Establishing a New Institution

Any institution offering programs for academic credit or a degree must be authorized by the Secretary of Education prior to operating in Pennsylvania. Please note that Pennsylvania does not have a religious exemption. The Fee for Establishing a New Institution is $5,000.


Please contact the Division of Higher Education, Access, and Equity at 717.783.6786 or ra-highereducation@pa.gov prior to preparing an application for a new degree-granting institution.

Minimum Requirements for Authorization as a Degree-Granting Institution

'To be a degree-granting college, university or seminary, an institution must abide by 24 Pa. C.S.A. § 6502(b), which states:


"No institution shall be authorized to confer degrees in the arts, pure and applied science, philosophy, literature, law, medicine and theology, or any of them, unless it has:


(1) A minimum protective endowment of at least $500,000, beyond all indebtedness and assets invested in buildings and apparatus for the exclusive purpose of promoting instruction, except that, in the case of tax-supported institutions or those maintained by religious or other eleemosynary organizations, financial support or contributed services equivalent in value to the endowment herein specified may be substituted for such endowment.


(2) A faculty consisting of at least eight regular professors who devote all their time to the instruction of its higher education classes, unless the institution is devoted to a specific subject in the arts, archaeology, literature or science (medical and law schools excepted), in which case the faculty shall consist of at least three regular professors who devote all their time to the instruction in the special branch for which the institution is established, and two or more instructors or fellows in the particular branch, who shall be provided to assist in the instruction to be given the students for the promotion of original investigation and in the development and growth of the special branch of science to which such institution may be devoted."


The regulations relevant to this approval process are found in 22 Pa. Code Chapters 31, 36, 40 and 42.

While I can answer questions about the MSCHE accreditation process, I cannot provide advice on any other course of action for WUaS. 

I would once again ask you to refrain from emailing multiple MSCHE staff with questions about the application process. Diana Bonner and I can answer any questions you have related to obtaining MSCHE accreditation.
