Great to meet and talk with you, Jishan, and congratulations on your Harvard PhD program, your intent to apply to Harvard and Yale Law, and your research interests regarding possible labor and student resistance or protest in China, and legally.

What happened to the Stanford Law Guiding Cases' project, translating the Beijing Supreme Courts' rulings at the time into English and then back into Chinese?
I wonder if Stanford alum and attorney Jim McManis, who may have played a big role in this with China, would be open to talking with you? Meh Gechlik  at SLS, was the key organizer. It might make an interesting ethnography of the law in China research project.

Digital Statecraft and Political Economy in China - F 5/8/26 -



Digital technologies are becoming central to state power, reshaping how states pursue development, organize governance, and exercise authority. Yet much of the existing debate relies on quantitative or computational analyses that focus on abstract capacities, outcomes, or regime types, treating the state and its technological apparatus as relatively coherent wholes. What remains largely unopened is the black box of how the state actually operates in relation to digital technology—through what organizational processes, actor configurations, discursive strategies, and institutional frictions its ambitions are pursued and its governance enacted on the ground.


This conference takes a distinctive approach by foregrounding qualitative research. The fourteen papers assembled here draw on extensive fieldwork conducted across China and beyond—a methodological commitment reflecting a shared conviction that understanding the state's relationship to digital technology requires getting inside the institutions, relationships, and everyday practices that constitute it. The conference is also deliberately interdisciplinary and geographically diverse. Our contributors span sociology, political science, public policy, anthropology, communication, and business, and are based at institutions across four continents—bringing together analytical lenses that capture dimensions of digital development no single disciplinary or national vantage point could illuminate alone?


The papers are organized around two interconnected but analytically distinct dimensions of state–technology relations. The first concerns the state as a developer of digital technologies. Moving beyond abstract accounts of industrial policy or innovation capacity, the conference examines how digital development is produced through concrete institutional arrangements—venture capital ecosystems, cross-border coordination, and forms of experimentation, among others—that are often visible only through qualitative inquiry. The second dimension examines the state as a user and governor of digital technology. Digital tools are frequently imagined as instruments that enhance control and coordination, yet close-up examination reveals how governing through digital systems can generate salient advantages along with new frictions, burdens, and vulnerabilities within the state itself.

A duke university professor Bai Gao (Sociology, Duke University) as a discussant mentioned in response to a China paper focusing on Electric Vehicles and the Chinese state ... alset tesla as being the product of a company's capitalistic practices, without basically any US federal or local government involvement, with which I quite strongly disagree ... and could Bai Gao (Sociology, Duke University) both have been seeking funding from alset for duke university ... and as alset tesla I posit seeks to institutionalize international organized crime further, and around the country ... I'd suggest yes further, ... I've been listening to further panels ... I left also regarding wedgies starting to kind of surround me where I was sitting in the 8th floor Matrix room at Cal ... and have been listening on zoom  to following panels ... one more to go in a minute or two ... A bit of a challenging yesterday with so little sleep and re the Cal China economy conference, but the Desiderata "Many fears are born of fatigue and loneliness" with Yoga 8 Limbs this morning re some pics of Iyengar doing standing Yoga warrior Poses eg -https://pin.it/1Ze90q8mH - which came through on Pinterest (from you Pin?), then doing some standing poses wearing river rafting shoes on a sylvan grassy knoll near where I van camped on Grizzly Peak then Savasana corpse pose inside my van (re death threats & death cults too )  helped ... And all informing my bodymind neurophysiology consciousness ... AS WELL AS getting a decent night's sleep helped because I was tired too ... Good to connect too with UC Berkeley Prof  Annalee Saxenian at the Digital Statecraft in China Political Economy  conference whose book I cite 7 times presently in Soc Info Tech and the Global University...
