Social security number / tax ID number would be good places to begin in the US too (and corresponding info in Sri Lanka) ... but probably emails and telephone numbers to begin with make sense. Congratulations on beginning the translation of Tamil language World University and School. Please remember at this point that WUaS would seek to reach out to Tamil speakers (18 year olds?) in Sri Lanka who speak English well enough to matriculate at University online. Please think in terms of a matriculating Sri Lanka WUaS student on September 1 taking 4 edX courses, which they simply sign onto for free - and perhaps click a box saying their matriculating as a WUaS student (making the course free, and indicating perhaps their commitment to a 4 year free-to-students' Bachelor degree program) - from anywhere in Sri Lanka (and Sri Lanka has 22 million people / citizens), from their laptops, from home. In this scenario edX courses would be free, and the prospective students would already have their broadband Wi Fi and computers at home (and paid for). WUaS will seek to make arrangements with the Sri Lankan government's department of Education, or all Sri Lankan counties' departments of education. (What's a county or similar called in Sri Lanka in Sinhala? - ප්රාන්තය or prāntaya ?)
If you know of an institute with toppers - high achieving Sri Lankan high school students (I assume) - which might be a source of students for WUaS - please think in terms of the edX - WUaS model above. So, students sign on to an edX course and get a certificate for free if they complete it and continue to study as a matriculated student at WUaS toward free-to-students' Bachelor degrees (for 4 years) from home (since students graduate from institutes, and pandemics occasionally happen +). Perhaps in signing on for a WUaS -edX Bachelor degree program for 4 years (at an institute) and indicating they'll need a laptop and broadband from home soon, WUaS can facilitate this. (I don't know Sri Lanka, but enormous numbers of Sri Lankan WUaS students could overwhelm a single institute; personal laptops will allow WUaS to scale, grow and reach many Sri Lankan students with best STEM CC-4 OpenCourseWare-centric degrees).

Departments of Education in Sri Lanka, I would think, made a public education system function (for better and worse? - https://en.wikipedia.org/wiki/ Education_in_Sri_Lanka) At WUaS, Sri Lankan students who, brainstorming-wise, sign on for edX courses they're interested in on or around September 1, 2020 will be able to matriculate (at first, and probably for a long time to come). edX CEO Anant Agarwal is a major voice for blended learning - https://www.linkedin.com/ pulse/blended-learning-new- normal-heres-why-anant- agarwal/ - and WUaS collaborating with edX will enable certain aspects of blended learning, but the beauty of MIT OCW and edX is that they can be studied and learnt from home, free from schools. WUaS may eventually develop a laptop access program for prospective Sri Lanka students for studying from home with Sri Lanka departments of education - eg for the next pandemic / epidemic.

I meant the format of the actual code. Eg: VT001 or SL0000000001. Also have you considered using the SSID /NIC or Passport No as a unique code. The Tamil homepage is also done but I am not very good at the language. MERLOT e-library system can be acquired by universities for free. Please check on that.

Just to clarify WUaS does not request fees for the degree from students. They are actually paying their institute for broadband facilities in a classroom environment. WUaS is only requesting a donation from the institutes for offering the degree free. This is optional.

The allocated budgets are low and a major part ends up in corruption which is a major problem in developing countries. Majority who get selected for universities do not get a seat due to this. We are actually making a gradual transition to e-learning by providing blended learning and engaging students as learning from home might go away with the end of the pandemic.

Rifai, and All - I'm in communication with Lego robotics' people re - https://education.lego.com/ en-us/shop/find-distributor - and a distributor has to be in a country to get Lego to people there. And it looks like Sri Lanka doesn't have a distributor. Will include you in related emails. (Marisol - some countries in south and central America may not have distributors as well). In seeking to make Lego robotics' kits available to matriculating WUaS students for engineering and science degrees, WUaS has recently become a carrier, but not yet a reseller, in the US only. And WUaS is exploring other countries (there are about 130 out of 206), where there aren't distributors. Stay tuned.

Lego Robotics and a realistic virtual earth / realistic virtual universe for the NASA voyage to Mars?
Please keep in mind World University and School's plans to develop a realistic virtual universe for everything - at the cellular and atomic levels too - am thinking Google Street View with time slider (13.8 billion years of atoms is big data!) and for actual-virtual, physical-digital research, i.e. re the potential Mars voyage in the 2030s. And could we also send parallel Lego Robots to Mars in Brick Street View which is an overlay / hack on Google Street View from around 2014?
