I also have in mind Wikipedia, Google, the American Friends Service Committee and great Universities for examples of structure and decision-making. WUaS is like Wikipedia with MIT Open Course Ware and UC Berkeley Webcasts.

WUaS continues to focus on accreditation in 2012 and matriculating classes in 2014, ideally through partnering with great universities, - and with resources needed now, but with resources coming in more likely after WUaS gets 501 (c) 3 status.
Did you see the recent New York Time's article about Open Course Ware:
nytimes.com/2010/03/31/education/31iht-riedopen.html. World University lists and links all of the content mentioned in this article, - now for tagging and labeling as we develop the wiki technically.
