1 - fundraising from individuals, foundations, companies and governments plus, both in the U.S. and internationally for CC online best STEM-centric OpenCourseWare University (Bachelor, Ph.D. Law, M.D., and I.B.), and high school, degrees
2 - collaboration financially with governments in all 204+ countries in main languages in them, for free (since CC) and best STEM-centric OpenCourseWare University (Bachelor, Ph.D. Law, M.D., and I.B.), and high school, degrees
3 - contracts with institutions such as the National Park Service, National Transportation Agencies or NASA, for a CC licensed virtual earth with film realism, in 3D, interactive, build-able, for STEM research and modeling, and in ALL languages (like Google Earth/Street View with OpenSim/SL)
4 - financial arrangements (contracts) with institutions such as universities around the world for a CC Universal Translator
So, fundraising and contracts for the CC Core side of WUaS ...
While the words "tuition" and "fees" may not be the language WUaS will reach out to governments in nation states around the world with, "costs" or some language parallel with the language that the K-12 public school system in America uses in the USA vis-a-vis governments' budgeting process will be.
