To the Tunisian Ministry of Higher Education,

Greetings from the San Francisco Bay Area, California.
I’m writing with a letter of support for the University of Sfax’s new "Data Engineering and Semantics" research unit. This will be administered from the Computer Science and Communications Department, Faculty of Sciences of Sfax, University of Sfax in Tunisia. The group will be led by Dr. Mohamed BEN AOUICHA. The University of Sfax needs this new "Data Engineering and Semantics" research unit to facilitate the work of Wikimedia Researchers at the university, as part of its official research structure. The main goal of the unit is to promote and monitor research efforts about Data Engineering and Semantic Technologies within the University of Sfax. Data Engineering and Semantic Technology research is needed to improve the usage and processing of knowledge databases including wikis. Effectively, this University of Sfax group will work to develop tools to make better the quality of the linked data of Wikidata, and to use and develop Wikidata there for a variety of purposes including clinical decision support, Natural Language Processing and Education. They will also analyze the output of wikis, identify deficiencies and work to solve them.
As president of the research university, the (MIT OCW-centric wiki) World University and School (and planning online major research universities in all ~200 countries) I’m writing in support of this project.

Sincerely,
Scott GK MacLeod

Dear Sir,
I thank you for your answer. This is absolutely kind. I just ask if you can remove the addendums and the hypertext link to the Google Scholar profile of Dr. Mohamed Ben Aouicha and if you can add your signature at the end of the letter. The Ministry of Higher Education only accepts one-page length letters of support.
Yours Sincerely,

Dear Houcemeddine Turki, Denny Vrandecic, Lydia Pintscher, Peter Norvig, Laurence Moroney, Wikidatans and All,

Please find attached a letter (as PDF) of support on behalf of your "Data Engineering and Semantics" research unit project at the University of Sfax, Tunisia, from World University and School (and in GDocs - "Sfax Letter of Support from World Univ & Sch Oct 2019").

Dear Houcemeddine, (Mina and Mossab),

Thank you for your email, Houcemeddine. I have made the updates to the MIT OCW-centric World University and School letter of support for the University of Sfax’s new "Data Engineering and Semantics" research unit per your request -

"remove the addendums and the hypertext link to the Google Scholar profile of Dr. Mohamed Ben Aouicha and if you can add your signature at the end of the letter. The Ministry of Higher Education only accepts one-page length letters of support."
I have done this in a new GDoc (Sfax Letter of Support from World Univ & Sch 24 Oct '19) and attached a new PDF.

I have also added the licensing clarifications and endorsements that CC-4 MIT OpenCourseWare (in its 5 languages) has provided World University and School, when WUaS uses MIT's name.

Please remember that World University and School seeks to create an online Tunisia World University and School in the Arabic language (and French as well), and to offer to Tunisians and other Arabic speakers - https://wiki.worlduniversityandschool.org/wiki/Arabic_language - (in the 26-27 Arabic language countries out of ~200 countries in the world) online Bachelor, Ph.D., Law, M.D. and I.B. high school, e.g. https://wiki.worlduniversityandschool.org/wiki/World_University_Medical_School - and as WUaS develops further in Wikidata / Wikibase for this.

Thank you.

Sincerely, Scott
Scott GK MacLeod

Dear Laurence,

Thanks so much for your email. I had included you with Denny Vrandecic, Peter Norvig, John Hennessy, Houcemeddine Turki, Wikidatans and all, and with regards to CC-4 MIT OCW-centric wiki World University and School, because you are Lead of AI Developer Relations at Google / Artificial Intelligence Advocate at Google, - and World Univ & Sch had included you in the agenda (item 4ii) for WUaS monthly business meeting (3rd Saturdays at 9am PT) - https://scott-macleod.blogspot.com/2019/10/bright-eyes-catharanthus-roseus-agenda.html - recenlty too. FYI, World Univ & Sch donated ourselves to Wikidata in 2015 for co-development and received WUaS Miraheze MediaWiki in 2017 as a consequence, but they're not yet interoperable. (And Wikidata is in ~300 languages, and Denny Vrandecic is its founder). WUaS is also seeking to develop our 'You at WUaS' - https://wiki.worlduniversityandschool.org/wiki/You_at_World_University - for all 7.5 billion people on the planet, each a Wikidata Q-item - and with TensorFlow - and, for example, for A) avatar bot electronic medical records, B) possible universal basic income experiments, and for C) matriculating students in all 200 countries, and Universitians in all 7111 known living languages (like Wikipedians) ... and in planning for 7.5 billion open wiki teachers and learners at WUaS too.

In World University and School seeking to become major online research universities in each of ~200 countries' official/main languages - and with TensorFlow - the University of Sfax in Tunisia, which is developing with Wikidata / Wikibase, seems like a good place to start (and in the Arabic language as well) for WUaS to begin to collaborate and develop.

Here too are the beginnings of online MIT OCW-centric WUaS Medical Schools - https://wiki.worlduniversityandschool.org/wiki/World_University_Medical_School - with online teaching hospitals - https://wiki.worlduniversityandschool.org/wiki/Hospital - in all ~200 countries' main languages (and potentially with Project Baseline, Stanford / Duke Universities, and Project ECHO eventually too).

Thank you. How might WUaS further best communicate about TensorFlow and developing World University and School's "front end" (WUaS Miraheze MediaWiki) and "back end" (Wikidata / Wikibase structured knowledge database) with you - and for Universitians in 7111 known living languages - and with regard to Sfax Medical Student Houcemeddine Turki's new "Data Engineering and Semantics" research unit in Tunisia?

Sincerely,
Scott

Dear Houcemeddine,

Have blogged about this here - https://scott-macleod.blogspot.com/2019/10/arundina-bamboo-orchid-wiki-medicine.html (in the first part of yesterday's blog entry). Avatar Bot Electronic Medical Records, as you may read about above, in my email to Laurence Moroney (Lead of AI Developer Relations at Google / Artificial Intelligence Advocate at Google, where Google's Denny Vrandecic, Peter Norvig head of Google AI, and Laurence all work together), may emerge with Google's TensorFlow machine learning software, and planning for all 7.5 billion people on the planet, each a Wikidata Q-item number.

I'll seek to develop soon the beginnings of MIT OCW-centric wiki Tunisia World University and School, a research university, soon from here - https://wiki.worlduniversityandschool.org/wiki/Nation_States - first in English, and planned in the Arabic language - https://wiki.worlduniversityandschool.org/wiki/Arabic_language - as well as French, and English - and where eventually WUaS's "front end" here will be connected to WUaS's "back end" in Wikidata's 300 languages (e.g. https://wiki.worlduniversityandschool.org/wiki/Clinical_Trials_at_WUaS_(for_all_languages)). CC-4 MIT OpenCourseWare in English has ~2500 courses online - https://ocw.mit.edu - but MIT doesn't have a medical or law school, so hopefully WUaS Medical School in Tunisia in Arabic, and online, will emerge from Stanford Medicine or similar for OCW. I hope your Wikidata project and World Univ & Sch can work further together in these regards.

Can you think of any Tunisians who may be interested in an online- free-to-students' MIT OCW-centric Bachelor's degree in English, beginning in the autumn of 2020?

Thank you again for you emails, Houcemeddine, and you're welcome, and great to Skype video conference with you last year in 2018 (I think), as well.

Sincerely, Scott

Dear Houcemeddine Turki, Denny Vrandecic, Lydia Pintscher, Peter Norvig, Laurence Moroney, Wikidatans and All,

CC-4 MIT OCW-centric wiki World University and School as a research university (and planning online major research universities in all ~200 countries) will write a letter of support for this project.  (And as you may all know WUaS donated itself to Wikidata for co-development in 2015 and received WUaS Miraheze MediaWiki in 2017 as a consequence but they're not yet interoperable in any of Wikidata's ~300 languages yet).

World University and School is also planning online Medical Schools with online teaching hospitals for online clinical care in ~200 countries' official/main languages, and online clinical trials in each of all 7111 known living languages - https://wiki.worlduniversityandschool.org/wiki/Clinical_Trials_at_WUaS_(for_all_languages) - with remarkable career opportunities for Wikidatans.

As president of CC-4 MIT OCW-centric wiki World University and School and exploring further collaboration opportunities with Wikidata as well, CC-4 MIT OpenCourseWare-centric World University and School is developing not only our ~200 planned online Medical Schools - https://wiki.worlduniversityandschool.org/wiki/World_University_Medical_School - with ~200 online teaching hospitals - https://wiki.worlduniversityandschool.org/wiki/Hospital - for online clinical care, as well as online clinical research and trials in 7,111 known living languages - https://wiki.worlduniversityandschool.org/wiki/Clinical_Trials_at_WUaS_(for_all_languages) - as well as ~200 online law schools - https://wiki.worlduniversityandschool.org/wiki/World_University_Law_School - both Medical Schools and Law Schools planned in all ~200 countries - https://wiki.worlduniversityandschool.org/wiki/Nation_States - and in their official languages - https://wiki.worlduniversityandschool.org/wiki/Languages. World University and School is also planning great numbers of academic careers for potentially Wikidatans, in all 7111 living languages - and seeks to become the MIT / Harvard / Oxbridge of the Internet.

Perhaps this email will serve an initial letter of support for your efforts, but I look forward to learning, Houcemeddine, more specifically what kind of letter of support might be helpful.

Thank you.

All the best,
Scott

Dear all,
I thank you for your efforts. I am honoured to inform you that we are managing to launch a research unit dealing with Data Science research in Tunisia. This research unit is named "Data Engineering and Semantics". It belongs to Computer Science and Communications Department, Faculty of Sciences of Sfax, University of Sfax. The group will be led by Dr. Mohamed BEN AOUICHA (https://scholar.google.ca/citations?user=XPVUu-gAAAAJ&hl=fr). He was the person behind the project of University of Sfax about the use of Wikipedia and Wiktionary in semantic technologies, particularly semantic similarity measures. We need this research unit to have Wikimedia Researchers in the University of Sfax affiliated to an official research structure. The main goal of the unit is to promote and monitor research efforts about Data Engineering and Semantic Technologies in the University of Sfax. Data Engineering and Semantic Technology researches are needed to ameliorate the usage and processing of knowledge bases including wikis. Effectively, we will work in this unit to develop tools to ameliorate linked data quality of Wikidata and to use Wikidata for a variety of purposes including clinical decision support, Natural Language Processing and Education. We will also analyze the output of wikis, identify deficiencies and work to solve them. However, this will not be possible without several letters of support from several institutions. I ask if your research institution can send us a letter of support so that we can have the approval of the Tunisian Ministry of Higher Education to create our new research unit.
Yours Sincerely,
