Everything else in this thread is great - matching the properties of cash (privacy and user control) in any central bank digital currency is the right approach. But this one statement has issues which is reflective of binary thinking around CBDC system design.

I don't see the point of bothering with central bank digital currency at all if it requires users to access it through a commercial bank, which I hope

The thing that would be really new is digital cash. Digital cash I can hold without needing to get an account at an institution. There are so many things left to do before realizing this vision at scale, but I think that's the right goal.
