Could the California state legislature do this for a cryptocurrency with block chain ledger planned on smartphones in all ~200 countries' official languages - and building this to become a world currency by giving it away in the form of an Universal Basic Income to refugees and the poorest people in all countries ... eventually to develop in the same way that the Euro - https://en.wikipedia.org/wiki/Euro - has replaced 19 out of 28 currency in Europe ...

The planning for an Universal Basic Income would be a way to make sure the poorest in all countries get access to this - and also for making this currency an international currency eventually (like the Euro).
