It's probably ILLEGAL because it can't withstand a 9.0 earthquake, post Fukushima (it was designed for a 6.75, then retrofitted against 7.5 - see WUaS Nuclear Science subject:

While both Diablo Canyon and San Onofre Nuclear plants are in earthquake zones, Diablo itself is right on an earthquake fault. (And they aren't closed already?)
Diable Canyon Nuclear plant could ruin California FOREVER.
